In this paper the author applies the doctrine of state responsibility to the case of Palestinian refugees.

Under international law, wrongful acts that are attributable to States result in the obligation for those States to compensate damages. Traditionally, a victim could only bring a claim to the state of which she was a national. However, since human rights law and State responsibility have become increasingly intertwined, this is no longer the case.

Palestinian refugees, to the extent that their rights have been violated by the State of Israel, should have the right to adequate compensation for their damages before an Israeli court. Lee further argues that such compensation could also be awarded through other means, for example a UN trust fund.
