This General Assembly Resolution, adopted on 18 December 2013, signals states breaching their obligations under international law, including human rights law and international humanitarian law, while combatting terrorism. Whenever such breaches amount to a crime under international or national law, states are called upon to hold to account those responsible. States are furthermore urged to ensure access to justice for those whose rights are infringed by state-led counter-terrorism operations. In such cases, victims must receive effective and prompt reparations, including restitution, compensation, rehabilitation and guarantees of non-recurrence (p. 5).
