This report by the Institute for War and Peace Reporting considers the impact of the recent French decision (Tribunal de Grande Instance - 2011) that ordered Karadzic together with Biljana Plavsic to pay compensation of 200,000 euros to the Bosnian family Zuhra and Adil Kovac and their two children. It looks at the French decision in the light of the Kadic and Doe decisions (see above under US cases) and in the light of developing international focus on the victims of national crimes. It points out that the victims are unlikely ever to receive the payments ordered, given the circumstances of Karadzic who is currently on trial at the International Criminal Tribunal for the Former Yugoslavia in The Hague. However the author maintains that this does not diminish the enormous symbolic significance of these decisions. All these cases contribute to the growing body of State practice relevant to the implementation of the right to reparation for violations of International Humanitarian Law.
