This report by the Institute for War and Peace Reporting reveals that claimants like the Kovac family in this case, who have won their clams and been granted compensation or damages, may still face grave difficulties having the award implemented. Nevertheless the case demonstrates that civil redress for war crimes (in this case forceful eviction, violent assault and killing of defenceless cvillians) may be possible without having to wait for the conclusion of a prior criminal Trial. It also illusrates that such a claim has great symbolic significance for the claimants, even though they may never actually receive the sums awarded.
